释义	算超速，但超速10%以内，只警告不处罚。超速是指驾驶人正在驾驶，车速超过法律法规规定的速度。在限速120的高速公路上面,车速达到了130,虽然是超速了,但是还是没有超过限制车速的百分之十,所以不会受到扣分处罚但是要接受罚款处罚。法律依据：《中华人民共和国道路交通安全法》第九十条机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的，处警告或者二十元以上二百元以下罚款。本法另有规定的，依照规定处罚。
