法律分析:
在劳动者的辞职申请到达用人单位时，其意思表示就已经完成，除非用人单位同意撤回，否则不能撤回辞职申请。
法律依据:
《中华人民共和国劳动合同法》 第三十七条 劳动者提前三十日以书面形式通知用人单位，可以解除劳动合同。劳动者在试用期内提前三日通知用人单位，可以解除劳动合同。
