释义	掉头撞车是掉头车辆的责任。掉头转弯的车辆应该避让直行的车辆，所以掉头时撞到其他车辆最低应该是同等责任及以上。事故责任以交警划分的为准，如不服，可委托向上一级交警部门申请复核，要求重新划分事故责任。《道路交通安全法实施条例》第四十九条，机动车在有禁止掉头或者禁止左转弯标志、标线的地点以及在铁路道口、人行横道、桥梁、急弯、陡坡、隧道或者容易发生危险的路段，不得掉头。机动车在没有禁止掉头或者没有禁止左转弯标志、标线的地点可以掉头，但不得妨碍正常行驶的其他车辆和行人的通行。
