释义	信用卡套现是指持卡人不是通过正常合法手续（ATM或柜台）提取现金，而通过其他手段将卡中信用额度内的资金以现金的方式套取，同时又不支付银行提现费用的行为。对于近年来愈演愈烈的信用卡套现行为，央行上海总部2010年7月26日表示，信用卡套现是违法行为，央行正在研究将持卡人套现行为记入个人征信系统，直接影响其个人信用记录。构成信用卡诈骗罪也需要满足两个条件：一是信用卡发卡行已经对信用卡持卡人有过两次催收；二是信用卡持卡人逾期超过三个月未还的。
