释义	法律分析：一罪不二罚有时指司法竞合，即民事上的民事责任竞合，与刑事上的法条竞合和想象竞合。具体指一个人的一个行为同时触犯了多条法律，或者可以按照多条法律向其索偿民事责任，这种情况被称为法律责任的竞合。法律依据：《中华人民共和国刑法》第十条凡在中华人民共和国领域外犯罪，依照本法应当负刑事责任的，虽然经过外国审判，仍然可以依照本法追究，但是在外国已经受过刑罚处罚的，可以免除或者减轻处罚。
