释义	法律分析：在学校内部开展患病学生捐款活动是合法的，而且并非强制。但是不能以学校名义，向社会公开募捐。法律依据：《中华人民共和国慈善法》第三十二条开展募捐活动，不得摊派或者变相摊派，不得妨碍公共秩序、企业生产经营和居民生活。同时，还明确了法律责任，向单位或者个人摊派或者变相摊派的，由民政部门予以警告、责令停止募捐活动；对违法募集的财产，责令退还捐赠人。
