释义	法律分析：行为人故意剪断通信光缆的，如果情节严重的就会构成破坏公用电信设施罪，要依法追究刑事责任。法律依据：《中华人民共和国刑法》第一百二十四条破坏广播电视设施、公用电信设施，危害公共安全的，处三年以上七年以下有期徒刑；造成严重后果的，处七年以上有期徒刑。过失犯前款罪的，处三年以上七年以下有期徒刑；情节较轻的，处三年以下有期徒刑或者拘役。
