释义	法律分析: 待装集装箱的清洁制度适用于在中华人民共和国境内设立的海上国际集装箱运输企业及与海上国际集装箱运输有关的单位和个人。外国企业在中国境内从事海上国际集装箱运输的经营活动亦应遵守本细则的规定。《中华人民共和国海关对用于装载海关监管货物的集装箱和集装箱式货车车厢的监管办法》第二条用于装载海关监管货物的集装箱和集装箱式货车车厢（以下简称“集装箱和集装箱式货车车厢”），应当按照海关总署规定的要求和标准制造、改装和维修，并在集装箱和集装箱式货车车厢指定位置上安装海关批准牌照。
