法律分析：可以补办。一般防疫接种单位在为儿童办理预防接种证时会同时建立儿童预防接种档案，每次接种时接种信息都会在预防接种证和预防接种档案上同时记录。当预防接种证遗失时，监护人及时携带身份证明向原预防接种单位提出申请，由原预防接种单位补办预防接种证。
法律依据：《中华人民共和国疫苗管理法》
第四十六条 医疗卫生人员应当按照国务院卫生健康主管部门的规定，真实、准确、完整记录疫苗的品种、上市许可持有人、最小包装单位的识别信息、有效期、接种时间、实施接种的医疗卫生人员、受种者等接种信息，确保接种信息可追溯、可查询。接种记录应当保存至疫苗有效期满后不少于五年备查。
第四十七条 国家对儿童实行预防接种证制度。在儿童出生后一个月内，其监护人应当到儿童居住地承担预防接种工作的接种单位或者出生医院为其办理预防接种证。接种单位或者出生医院不得拒绝办理。监护人应当妥善保管预防接种证。
预防接种实行居住地管理，儿童离开原居住地期间，由现居住地承担预防接种工作的接种单位负责对其实施接种。
预防接种证的格式由国务院卫生健康主管部门规定。
