释义	根据《突发公共卫生事件应急条例》第三十八条：交通工具上发现根据国务院卫生行政主管部门的规定需要采取应急控制措施的传染病病人、疑似传染病病人；其负责人应当以最快的方式通知前方停靠点，并向交通工具的营运单位报告。交通工具的前方停靠点和营运单位应当立即向交通工具营运单位行政主管部门和县级以上地方人民政府卫生行政主管部门报告。卫生行政主管部门接到报告后，应当立即组织有关人员采取相应的医学处置措施。
