释义	法律分析：指的是中共在抗日战争时期“地主减租减息，农民交租交息“的土地政策。法律依据：《关于抗日根据地土地政策的决定》承认富农的生产方式带有资本主义性质，富农是农村中的资产阶级，是抗日与生产的一个不可缺少的力量。富农不但有抗日要求，而且有民主要求，党的政策不是削弱富农阶级与富农生产，而是在适当的改善工人生活条件之下，同时奖励富农生产与联合富农。但富农也有一部分封建性质的剥削，对富农的租息也须照减。
