释义	目前尿素产品是免征增值税的。原来是对尿素生产企业生产销售的尿素产品按实际缴纳增值税额返还50％的税额（先征后返）。增值税一般纳税人销售免税货物，一律不得开具专用发票（国有粮食购销企业销售免税粮食除外）。法律依据根据《财政部、国家税务总局关于暂免征收尿素产品增值税的通知》（财税〔2005〕87号）规定，自2005年7月1日起，对国内企业生产销售的尿素产品增值税由先征后返50%，调整为暂免征收增值税。
