释义	法律分析：闹访、缠访是指在因各类矛盾纠纷引发的涉诉信访过程中，由于某种原因导致涉诉信访人采取哄闹、围堵、冲击各级人民法院或采用暴力、威胁等非理性手段，妨碍人民法院正常工作秩序，对社会造成一定负面影响的行为。法律依据：《中华人民共和国刑法》第二百九十条聚众扰乱社会秩序，情节严重，致使工作、生产、营业和教学、科研、医疗无法进行，造成严重损失的，对首要分子，处三年以上七年以下有期徒刑;对其他积极参加的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利。
