发展规划编制应注重战略统领作用，主要阐明我市经济社会发展的战略意图、明确政府工作重点、引导规范市场主体行动，突出“六个重大”、多规融合和可操作性，紧盯重大产业、重大平台、重大工程、重大项目、重大政策、重大改革措施。专项规划着重解决市特定领域发展、布局重大工程项目、合理配置公共资源、引导社会资本投向、促进市场提能升级、制定相关政策等重大问题，细化落实市发展规划在特定领域提出的重点任务。

第十四条 城市人民政府组织编制城市总体规划。
直辖市的城市总体规划由直辖市人民政府报国务院审批。省、自治区人民政府所在地的城市以及国务院确定的城市的总体规划，由省、自治区人民政府审查同意后，报国务院审批。其他城市的总体规划，由城市人民政府报省、自治区人民政府审批。
第十五条 县人民政府组织编制县人民政府所在地镇的总体规划，报上一级人民政府审批。其他镇的总体规划由镇人民政府组织编制，报上一级人民政府审批。
