释义	法律客观：《个体工商户条例》第九条机关对申请材料依法审查后，按照下列规定办理： 1、材料齐全、符合法定形式的，当场予以登记；申请材料不齐全或者不符合法定形式要求的，当场告知申请人需要补正的全部内容； 2、对申请材料的实质性内容进行核实的，依法进行核查，并自受理申请之日起15日内作出是否予以登记的决定； 3、合个体工商户登记条件的，不予登记并书面告知申请人，说明理由，告知申请人有权依法申请行政复议、提起行政诉讼。予以注册登记的，登记机关应当自登记之日起10日内发给营业执照。
