释义	法律分析：应当正视这种行为，不仅仅是不道德的，严重的可能会违法。企业事业单位和其他生产经营者违法排放污染物，受到罚款处罚，被责令改正，拒不改正的，依法作出处罚决定的行政机关可以自责令改正之日的次日起，按照原处罚数额按日连续处罚。法律依据：《城市生活垃圾管理办法》第四十二条随意倾倒、抛洒、堆放城市生活垃圾的，由直辖市、市、县人民政府建设（环境卫生）主管部门责令停止违法行为，限期改正，对单位处以5000元以上5万元以下的罚款。个人有以上行为的，处以200元以下的罚款。
