释义	法律分析：评估费用原则上是由交易双方自由协商的，可以约定由买方支付，也可以约定由卖方支付，还可以约定由中介公司从中介费中支付。一般情况下，二手房评估费大多由买方支付。法律依据：《中华人民共和国城市房地产管理法》第六十条房地产转让或者变更时，应当向县级以上地方人民政府房产管理部门申请房产变更登记，并凭变更后的房屋所有权证书向同级人民政府土地管理部门申请土地使用权变更登记，经同级人民政府土地管理部门核实，由同级人民政府更换或者更改土地使用权证书。法律另有规定的，依照有关法律的规定办理。
