释义	法律分析：火灾事故责任认定是火灾发生后,公安消防机构在查明火灾原因的基础上,依法对责任人承担何种责任进行认定的行为。法律依据：《火灾事故调查规定》第二十九条公安机关消防机构应当根据现场勘验、调查询问和有关检验、鉴定意见等调查情况，及时作出起火原因的认定。第三十条对起火原因已经查清的，应当认定起火时间、起火部位、起火点和起火原因；对起火原因无法查清的，应当认定起火时间、起火点或者起火部位以及有证据能够排除和不能排除的起火原因。
