释义	法律分析：不是。网签只是双方签订并确认合同条款的行为。二手房买卖又叫作存量房买卖，通常是买方交付房款，卖方把房屋交付给买家，并办过户登记的过程。二手房交易流程如下：1、购房资格核验；2、网签合同；3、地税部门核定契税；4、房屋发证大厅办理房屋所有权证。法律依据：《中华人民共和国民法典》第二百零九不动产物权的设立、变更、转让和消灭，经依法登记，发生效力；未经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。
