释义	法律分析：立案调查代表对违法主体的违法事实基本认定，可以采取强制措施并正式启动调查程序。立案调查是纪委常用说法，指国家工作人员(党员)涉嫌违纪问题，由纪委予以立案，通常下一步措施是两规，查实后进行党纪政纪处分，如涉嫌犯罪则移送司法机关立案侦查。法律依据：《中华人民共和国刑事诉讼法》第十五条虽有犯罪事实发生，但犯罪已过追诉时效期限的；经特赦令免除刑罚的。依照刑法告诉才处理的犯罪，没有告诉或者撤回告诉的；犯罪嫌疑人死亡的；其他法律规定免予追究刑事责任的，均不追究刑事责任。
