释义	法律分析：空白支票，是指存款人向银行领用的支票用纸，尚未由发票人签发的支票。这种空白的支票用纸，未经签发不生效力。空白支票可以转让，不过受让人对未经补充完成的空白支票不能行使付款请求权和偿还请求权。空白支票在未经补充完成之前，如果被遗失或者被盗，失票人只能挂失止付，而不能采取其他措施。法律依据：《中华人民共和国票据管理实施办法》第三十一条签发空头支票或者签发与其预留的签章不符的支票，不以骗取财物为目的的，由中国人民银行处以票面金额5％但不低于1000元的罚款。
