释义	按照选举法的规定，在两推一选不过半数，不可以确定为候选人，法律依据：《村党组织换届选举“两推一选”实施细则》第八条村党组织在得票数超过推荐票一半以上的党员中，按照不低于委员职数20%、不高于拟定职数一倍的差额比例，确定村党组织委员会委员、书记、副书记候选人初步人选，缺额人选在未列为候选人初步人选且得票数多的被推荐人中另行推荐产生。村党组织向镇党委报告推荐结果。村党组织推荐的初步人选，经镇党委审核认为不宜列入的，向村党组织作出说明，缺额人选由村党组织根据推荐结果确定上报。
