法律分析：
15岁是未成年人。在刑事领域，年满14周岁即可追究法律责任；民事领域，15周岁是限制民事行为能力人。1、未成年人在一般是指未满十八周岁的公民，但是在某些国家（例如日本）的定义上是指未满二十周岁的公民。2、目前，我们开展的未成年人刑事检察所依据的法律，虽然能体现对未成年人保护的法律精神，但存在不少缺陷：一是未成年人概念不规范。我国刑法中，儿童与不满14周岁的未成年人是同一主体，未成年人与不满18周岁的未成年人是同一主体。这与联合国《儿童权利公约》规定的“儿童指18岁以下的任何人”不相符合，我们应当在法律上统一制定标准，与国际接轨。二是刑法总则中在定罪、量刑、行刑三个方面对未成年人缺乏特别保护的原则规定。（1）在定罪方面，刑法第17条规定了不满14周岁不能成为犯罪主体，满14周岁不满16周岁可以成为故意杀人、故意伤害致人重伤或死亡、强奸、抢劫、贩卖毒品、放火、爆炸、投毒罪的犯罪主体，年满16周岁可以成为任何罪的犯罪主体。可见犯上述8种罪的满14周岁不满16周岁未成年人和满16周岁不满18周岁的这两类未成年人定罪等同成年人，但在量刑上体现了一定的从宽政策（我国刑法第十七条规定：已满十四周岁不满十八周岁的人犯罪，应当从轻或者减轻罚）。
