释义	法律分析：诉讼外调解，也称诉前调解、行政调解，是指对夫妻一方要求离婚的，可以先经有关部门进行调解。这里的有关部门，是指法院以外的有关部门，包括当事人所在单位、妇联、基层调解组织和行政主管部门。诉讼外的调解不是当事人要求离婚的必经程序，不具有法律强制性，也不是离婚的必经程序。法律依据：《中华人民共和国民事诉讼法》第九十三条人民法院审理民事案件，根据当事人自愿的原则，在事实清楚的基础上，分清是非，进行调解。第九十九条调解未达成协议或者调解书送达前一方反悔的，人民法院应当及时判决。
