法律依据:
《中华人民共和国进出口商品检验法实施条例》 第二十二条 国家对进口可用作原料的固体废物的国外供货商、国内收货人实行注册登记制度，国外供货商、国内收货人在签订对外贸易合同前，应当取得海关总署或者出入境检验检疫机构的注册登记。国家对进口可用作原料的固体废物实行装运前检验制度，进口时，收货人应当提供出入境检验检疫机构或者检验机构出具的装运前检验证书。
