释义	：不能提前开业。营业执照是每个开门做生意的经营者都需要办理的证件，没有证件就是无照经营行为，会被工商管理部门处2万元以下罚款；无照经营行为规模较大、社会危害严重的，并处2万元以上20万元以下的罚款。法律依据：《中华人民共和国食品安全法》第三十五条国家对食品生产经营实行许可制度。从事食品生产、食品销售、餐饮服务，应当依法取得许可。但是，销售食用农产品，不需要取得许可。尚未取得餐饮许可证的，不得从事食品经营活动。
