法律分析：一、CA密钥用户直接使用已有的CA密钥即可登录海南省网上税务局办理涉税业务，无需重新注册。
二、原地税网报非CA密钥登录方式的用户已在原国税网报系统注册的正常户纳税人，不再保留原地税网报系统帐号，可使用已在原国税网报系统注册的“用户名+密码”方式登录海南省网上税务局办理涉税业务。
三、原地税网报非CA密钥登录方式的用户未在原国税网报系统注册的正常户纳税人，现可自行通过海南省网上税务局注册并绑定纳税人后，使用“用户名+密码”方式进行登录海南省网上税务局办理涉税业务。
四、非正常户状态的纳税人需到当地办税服务厅办理解除非正常户状态后，方可进行重新注册登录海南省网上税务局办理涉税业务。
五、以上需要重新注册的纳税人，现可通过海南省网上税务局办理注册并绑定纳税人，便可使用注册的“用户名+密码”方式登录办理涉税业务。
