法律分析：车被智障人砸坏了，可以找智障人的监护人要求赔偿。作为监护人，没尽到看护责任的，是需要承担相应的责任的。如果对方不同意赔偿，可以报警，由公安机关调查处理，证明是智障人砸坏的，目的是固定证据。如果公安机关调解不成，就可以向法院提起诉讼，由法院判决智障人的监护人赔偿全部损失。

第二十三条无民事行为能力人、限制民事行为能力人的监护人是其法定代理人。
第一千一百六十九条教唆、帮助他人实施侵权行为的，应当与行为人承担连带责任。
教唆、帮助无民事行为能力人、限制民事行为能力人实施侵权行为的，应当承担侵权责任；该无民事行为能力人、限制民事行为能力人的监护人未尽到监护职责的，应当承担相应的责任。
《中华人民共和国刑法》第二十条为了使国家、公共利益、本人或者他人的人身、财产和其他权利免受正在进行的不法侵害，而采取的制止不法侵害的行为，对不法侵害人造成损害的，属于正当防卫，不负刑事责任。正当防卫明显超过必要限度造成重大损害的，应当负刑事责任，但是应当减轻或者免除处罚。对正在进行行凶、杀人、抢劫、强奸、绑架以及其他严重危及人身安全的暴力犯罪，采取防卫行为，造成不法侵害人伤亡的，不属于防卫过当，不负刑事责任。
