释义	法律分析：一般不能消除。刑事犯罪记录是会伴随当事人终生的，但上述两样记录不是对任何人都开放的，只有司法机关或者律师在办理刑事案件时，报请有权机关审批后，记录才对外提供。我国没有前科消除制度。法律依据：《中华人民共和国档案法》第二十二条属于国家所有的档案，由国家授权的档案馆或者有关机关公布；未经档案馆或者有关机关同意，任何组织和个人无权公布。集体所有的和个人所有的档案，档案的所有者有权公布，但必须遵守国家有关规定，不得损害国家安全和利益，不得侵犯他人的合法权益。
