法律分析:
办饲料厂需要的手续如下：
1、个体工商户营业执照，去工商部门办理，需带上个人身份证、申请表、房产证明；
2、税务局办税务登记证领取发票；
3、卫生安全协议证明，去卫生安全部门申请办理，接受检查；
4、国家农业部核发的生产许可证，需要产品申报批准。
基本手续就这些，其他手续还包括省饲料管理部门核准的产品批准文号、市饲料办编写的《办厂指南》等。
法律依据:
《个体工商户条例》 第八条 申请登记为个体工商户，应当向经营场所所在地登记机关申请注册登记。申请人应当提交登记申请书、身份证明和经营场所证明。
《中华人民共和国民法典》 第五百零二条 依法成立的合同，自成立时生效，但是法律另有规定或者当事人另有约定的除外。
依照法律、行政法规的规定，合同应当办理批准等手续的，依照其规定。未办理批准等手续影响合同生效的，不影响合同中履行报批等义务条款以及相关条款的效力。应当办理申请批准等手续的当事人未履行义务的，对方可以请求其承担违反该义务的责任。
依照法律、行政法规的规定，合同的变更、转让、解除等情形应当办理批准等手续的，适用前款规定。
