释义	人民在审理案件中，不应将工会经费视为所在企业的财产，在企业欠债的情况下，不应冻结、划拨工会经费及“工会经费集中户”的款项。法律依据：《最高人民法院关于产业工会、基层工会是否具备社团法人资格和工会经费集中户可否冻结划拨问题的批复》第三条在银行开列的“工会经费集中户”，与企业经营资金无关，专门用于工会经费的集中与分配，不能在此帐户开支费用或挪用、转移资金。
