fda指的是美国食品和药物管理局，直属于美国政府，属于公共卫生部和健康与人类服务部中设立的执行机构，而fda认证则指的是该种食品或者药物等产品得到了美国食品和药物管理局的认证，是确保产品安全，保证消费者安全的认证之一。
申请fda认证的流程：
1、首先需要根据产品的具体资料，如产品外包装设计稿、使用说明书等等确认产品的分类；
2、根据不同的产品分类确定产品对应的注册类型，并对应登录在线注册的网站（食品、医疗器械、药品等都有在线注册系统）；
3、根据注册系统填报所有需要的信息，然后进行递交。
综上所述，有些产品所涉及到的信息，例如非美国的企业在线注册需要填报美国代理人的资料，FDA是会对其进行验证的，如果验证不通过，则注册无法被完成。

《中华人民共和国进出口商品检验法》 第五条
列入目录的进出口商品，由商检机构实施检验。前款规定的进口商品未经检验的，不准销售、使用；前款规定的出口商品未经检验合格的，不准出口。
本条第一款规定的进出口商品，其中符合国家规定的免予检验条件的，由收货人或者发货人申请，经国家商检部门审查批准，可以免予检验。
