释义	初始登记就是我们常说的“确权”。在房屋竣工以后90日内，由开发商向登记机关申报，经过房屋土地管理部门的审核，确认某一房地产的所有权、使用权的隶属关系和他项权利。预告登记，就是为保全关于不动产物权的请求权而将此权利进行的登记。法律依据：《中华人民共和国民法典》第二百零九条不动产物权的设立、变更、转让和消灭，经依法登记，发生效力；未经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。
