释义	法律分析：大街上的刻章店不能随便刻章，需要凭相关手续才可以刻章。法律依据：《公安部印章管理办法》第十条需要刻制印章的单位应当到公安机关批准的刻制单位刻制；刻制单位将刻制的印章向公安机关办理印鉴备案后，方准启用。第十一条需要更换印章的，须公告声明原印章作废后按照本办法第七条、第八条规定重新办理备案或准刻手续。印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续。
