释义	法律分析：我国法律目前对动物的伤害仅能以财物价值来衡量，如果被害动物的市场价格达到法定的程度，公安机关可以对虐杀动物者轻则予以治安处罚，重则以故意毁坏财物罪立案追诉，如果被害动物价值不高，只需向动物主人承担民事侵权责任即可。并且如果被杀死的是流浪动物还需另当别论，因为无主物不属于民事侵权或者侵犯财产罪的对象。法律依据：《中华人民共和国野生动物保护法》 第一条为了保护野生动物，拯救珍贵、濒危野生动物，维护生物多样性和生态平衡，推进生态文明建设，制定本法。
