释义	设立国际旅行社，应当按照《旅行社管理条例》的规定，直接向所在地旅游行政管理部门提出申请，省、自治区、直辖市旅游行政管理部门受理申请并签署审查意见后，报国家旅游局审批。设立国内旅行社，应当按照《旅行社管理条例》的规定，直接向所在地旅游行政管理部门提出申请，省、自治区、直辖市旅游行政管理部门根据《旅行社管理条例》的规定进行审批。省、自治区、直辖市旅游行政管理部门授权地、市级旅游行政管理部门审批国内旅行社的，应当报国家旅游局备案。
