释义	为了加强高层民用建筑消防安全管理，预防火灾和减少火灾危害，根据《中华人民共和国消防法》等法律、行政法规和国务院有关规定，制定本规定。【本文关联的相关法律依据】《高层民用建筑消防安全管理规定》第二条本规定适用于已经建成且依法投入使用的高层民用建筑（包括高层住宅建筑和高层公共建筑）的消防安全管理。第三条高层民用建筑消防安全管理贯彻预防为主、防消结合的方针，实行消防安全责任制。建筑高度超过100米的高层民用建筑应当实行更加严格的消防安全管理。
