释义	法律分析：州郡制指东汉末形成的州、郡、县三级地方政治制度。州起源于汉武帝所建部刺史监察制度。由于十三监察区借用儒家经典内古代州名，故当时即以“州”作为监察区的俗称。隋开皇三年 (583)﹐罢天下诸郡﹐以州统县，州郡制遂废。法律依据：《中华人民共和国宪法》第一条中华人民共和国是工人阶级领导的、以工农联盟为基础的人民民主专政的社会主义国家。社会主义制度是中华人民共和国的根本制度。中国共产党领导是中国特色社会主义最本质的特征。禁止任何组织或者个人破坏社会主义制度。
