释义	法律分析：普遍管辖，根据国际法的规定，对于某些特定的国际罪行，由于危害国际和平与安全以及全人类的利益，不论犯罪行为发生于何地和罪犯国籍如何，各国均有权对其实行管辖，此即为普遍管辖。普遍管辖权是现代国际社会有效惩治与防范国际犯罪的重要法律措施，我国刑法对此也作了明确规定。法律依据：《中华人民共和国刑法》第九条对于中华人民共和国缔结或者参加的国际条约所规定的罪行，中华人民共和国在所承担条约义务的范围内行使刑事管辖权的，适用本法。
