释义	一般而言，档案传递是禁止本人自带的，应通过机要交通转递。个人或无档案管理权限的单位更严的禁私自拆封、涂改档案，的否则，档案材料作废，需退回保管其档案的原毕业院校或有档案管理的权限的原管理单位的重新审查、密封，再将档案移交到人才的交流中心。人才交流中心将根据毕业生档案管理的有关规定，提供相应的档案管理和人事代理服务。法律依据《流动人员人事档案管理暂行规定》第十四条
