焊工证不可以网上复审。焊工证需要复审的，向原考核发证机关或者从业所在地考核发证机关提出申请。考核发证机关应当在收到申请之日起20个工作日内完成复审工作。

法律客观：

《特种作业人员安全技术培训考核管理规定》第二十四条申请复审的，考核发证机关应当在收到申请之日起20个工作日内完成复审工作。复审合格的，由考核发证机关签章、登记，予以确认；不合格的，说明理由。申请延期复审的，经复审合格后，由考核发证机关重新颁发特种作业操作证。
