释义	法律分析: 车主先到交通运管部门综合性能检测站进行车辆综合检测，按期二级维护并盖章。保险单、营运证和行驶证，到车籍地运管所填写年审表，留下以上资料原件和证件的复印件，运管所会开出营运证待理证。十五天左右车主就可以去运管所领取证了。货运经营者，不得运输法律、行政法规禁止运输的货物。法律依据: 《中华人民共和国道路运输条例》第二十五条货运经营者不得运输法律、行政法规禁止运输的货物。法律、行政法规规定必须办理有关手续后方可运输的货物，货运经营者应当查验有关手续。
