释义	法律分析：长沙电动车新规定如下：在道路上驾驶电动自行车应当年满16周岁；驾驶电动自行车只能搭载一名12周岁以下的未成年人，搭载6周岁以下未成年人的应当使用安全座椅。法律依据：《湖南省电动自行车管理办法》第二条本省行政区域内电动自行车的生产、销售、维修、登记、通行及相关管理活动，适用本办法。本办法所称电动自行车，是指以车载蓄电池作为辅助能源，具备脚踏骑行功能，能实现电助动或者电驱动功能的两轮自行车。
