释义	法律分析：监察委没有执法权。法律依据：《中华人民共和国监察法实施条例》第十三条派驻或者派出的监察机构、监察专员根据派出机关授权，按照管理权限依法对派驻或者派出监督单位、区域等的公职人员开展监督，对职务违法和职务犯罪进行调查、处置。监察机构、监察专员可以按规定与地方监察委员会联合调查严重职务违法、职务犯罪，或者移交地方监察委员会调查。未被授予职务犯罪调查权的监察机构、监察专员发现监察对象涉嫌职务犯罪线索的，应当及时向派出机关报告，由派出机关调查或者依法移交有关地方监察委员会调查。
