释义	法律分析: 只要自己认为生活困难的都可以申请低保。注意要把困难说够说透，有利于获得审批。申请是一回事，能否批准低保是不一定的。法律依据: 《城市居民最低生活保障条例》第二条持有非农业户口的城市居民，凡共同生活的家庭成员人均收入低于当地城市居民最低生活保障标准的，均有从当地人民政府获得基本生活物质帮助的权利。前款所称收入，是指共同生活的家庭成员的全部货币收入和实物收入，包括法定赡养人、扶养人或者抚养人应当给付的赡养费、扶养费或者抚养费，不包括优抚对象按照国家规定享受的抚恤金、补助金。
