不是支部委员不可以参加支委会。党支部委员会设书记和组织委员、宣传委员、纪检委员等，必要时可以设1名副书记。有正式党员7人以上的党支部，应当设立党支部委员会。

    《中国共产党支部工作条例》第二十条
    有正式党员7人以上的党支部，应当设立党支部委员会。党支部委员会由3至5人组成，一般不超过7人。
    党支部委员会设书记和组织委员、宣传委员、纪检委员等，必要时可以设1名副书记。
    正式党员不足7人的党支部，设1名书记，必要时可以设1名副书记。
