释义	法律分析: 正常居民楼超出昼间55分贝，夜间45分贝算扰民。法律依据: 《中华人民共和国环境噪声污染防治法》第五十八条违反本法规定，有下列行为之一的，由公安机关给予警告，可以并处罚款：(一)在城市市区噪声敏感建筑物集中区域内使用高音广播喇叭。(二)违反当地公安机关的规定，在城市市区街道、广场、公园等公共场所组织娱乐、集会等活动，使用音响器材，产生干扰周围生活环境的过大音量的。(三)未按本法第四十六条和第四十七条规定采取措施，从家庭室内发出严重干扰周围居民生活的环境噪声的。
