释义	法律分析：保障措施是指当不可预见的发展导致一产品的进口数量增加，以致对生产同类或直接竞争产品的国内产业造成严重损害或严重损害威胁时，进口成员方可以在非歧视原则的基础上对该产品的进口实施限制。法律依据：《保障措施协议》第二条一成员只有根据下列规定才能对一项产品采取保障措施，即该成员已确定该产品正以急剧增加的数量（较之国内生产的绝对增加或相对增加）输入其领土，并在此情况下对生产同类或直接竞争产品的国内产业造成严重损害或严重损害威胁。
