法律分析：虚假宣传是指在商业活动中经营者利用广告或其他方法对商品或者服务做出与实际内容不相符的虚假信息,导致客户或消费者误解的行为。
法律依据：《中华人民共和国反不正当竞争法》 第九条 经营者不得利用广告或者其他方法，对商品的质量、制作成分、性能、用途、生产者、有效期限、产地等作引人误解的虚假宣传、广告的经营者不得在明知或者应知的情况下代理、设计、制作、发布虚假广告。
