释义	流转税是指以纳税人商品生产、流通环节的流转额或者数量以及非商品交易的营业额为征税对象的一类税收。流转税包括的税种有增值税、消费税、营业税、关税。法律依据：《海关法》第五十三条　准许进出口的货物、进出境物品，由海关依法征收关税。《消费税暂行条例》第一条　在中华人民共和国境内生产、委托加工和进口本条例规定的消费品的单位和个人，以及国务院确定的销售本条例规定的消费品的其他单位和个人，为消费税的纳税人，应当依照本条例缴纳消费税。
